Master in Maritime Safety Policies and Regulations

This Master study program is a fully research-based academic pathway designed for professionals, regulators, maritime officers, and policy specialists seeking advanced expertise in maritime safety governance and regulatory compliance. Positioned at a study level equal to EQF Level 7 and aligned with the 2nd European cycle, the program develops high-level analytical and policy evaluation skills required to strengthen safety standards across global maritime systems.

With a total academic workload equivalent to 60 ECTS and a minimum duration of 12 months (with flexible extension options), the program is structured to support working professionals aiming to combine research depth with practical leadership in maritime safety environments.

The academic framework consists of five integrated modules, including:

  • Two research-focused modules that develop advanced competencies in research design, regulatory impact assessment, quantitative and qualitative analysis, maritime risk modeling, and evidence-based policy formulation.

  • Two general modules addressing international maritime governance structures, global trade systems, sustainability compliance, crisis management frameworks, and institutional accountability.

  • One specialized module in Maritime Safety Policies and Regulations, covering international safety conventions, flag state and port state control regimes, maritime accident investigation systems, environmental protection regulations, vessel safety compliance, maritime labor standards, emergency response coordination, and regulatory adaptation to digital and autonomous shipping technologies.

The program concludes with comprehensive thesis and research activities, enabling participants to investigate contemporary issues such as maritime safety reform, compliance with international conventions, risk mitigation strategies, environmental regulatory enforcement, maritime security integration, and the modernization of global safety oversight mechanisms.

Graduates of this Master study program are prepared to contribute to maritime authorities, port administrations, regulatory agencies, shipping corporations, international maritime organizations, safety auditing bodies, and policy advisory institutions. The research-oriented design ensures that participants not only understand existing regulatory systems but also generate innovative, data-driven solutions to enhance safety, compliance, and accountability within the maritime sector.
