This doctorate study program is a 100% research-based academic pathway designed for senior educators, policy architects, academic leaders, and digital innovation strategists committed to advancing openness, equity, and global knowledge exchange in education. Positioned at a level equivalent to EQF Level 8 and aligned with the Third European Cycle, the program emphasizes independent scholarly contribution, theoretical advancement, and transformative research within Open Education ecosystems.

With a minimum duration of 18 months and flexible study extension options, the program enables rigorous academic inquiry while accommodating professional responsibilities. The structure includes seven modules, comprising four research-focused modules, two general academic modules, and one specialized module dedicated to Open Education, followed by comprehensive thesis and structured research activities.

The research modules develop advanced competencies in qualitative and quantitative methodologies, open learning analytics, policy analysis, governance of open systems, evaluation of open educational practices, and international publication standards. Participants critically examine global movements in open access, open educational resources (OER), open licensing frameworks, digital commons governance, and strategies for widening participation and lifelong learning.

The specialized module deepens engagement with open curriculum architecture, collaborative knowledge production models, platform governance, inclusive access strategies, community-based learning ecosystems, and sustainable implementation of open education initiatives. Emphasis is placed on generating original research that strengthens accessibility, transparency, innovation, and resilience within open learning systems worldwide.

The general modules reinforce academic leadership, advanced research ethics, strategic analysis, and scholarly communication competencies. These skills prepare participants to contribute to universities, open learning institutions, international organizations, policy platforms, and global education networks.
