The Doctorate in Governance and Public Leadership (International Focus) is an advanced, 100% research-based study program designed for professionals aiming to lead and transform governance systems, public institutions, and policy environments on a global scale. This doctorate study program is structured to cultivate strategic leadership, critical analysis, and research excellence, enabling participants to address complex public sector challenges and contribute to effective, transparent, and sustainable governance practices.

Positioned at a level equivalent to ISCED Level 8 and the European Qualifications Framework (EQF Level 8), this program represents the highest level of academic and professional development. ISCED (International Standard Classification of Education) is a globally recognized system used to classify education levels and ensure comparability across countries. EQF (European Qualifications Framework) aligns qualifications across Europe based on learning outcomes, competencies, and skills. Level 8 within both frameworks reflects advanced knowledge, the ability to conduct original research, and the capacity to generate innovative solutions in highly specialized fields. The program is also aligned with the third cycle of European higher education, emphasizing independent research and knowledge creation.

This doctorate study program is composed of seven structured modules. Four modules are dedicated to advanced research methodologies, critical policy analysis, and the development of original academic contributions. Two modules focus on general competencies such as strategic leadership, interdisciplinary integration, and decision-making in complex governance environments. One specialized module addresses governance and public leadership, covering key areas such as public policy design, institutional governance, leadership in public administration, regulatory systems, ethics in governance, and public sector innovation. The program concludes with a comprehensive thesis and research activities that demonstrate original contributions to governance and leadership practices.

With a minimum duration of 18 months, the program offers flexibility for professionals balancing academic development with demanding careers. Participants have the option to extend their study period depending on the scope and depth of their research, making the program suitable for public sector leaders, policymakers, government officials, consultants, and professionals working in international organizations and non-governmental institutions.
