This doctorate study program is a 100% research-based academic pathway designed for senior educators, academic leaders, digital learning strategists, and policy specialists who aim to shape the future of Distance Education through original and high-impact research. Positioned at a level equivalent to EQF Level 8 and aligned with the Third European Cycle, the program emphasizes independent scholarly inquiry, theoretical advancement, and strategic innovation in open and distance learning systems.

With a minimum duration of 18 months and flexible study extension options, the program enables rigorous academic development while accommodating professional responsibilities. The structure includes seven modules, comprising four research-focused modules, two general academic modules, and one specialized module dedicated to Distance Education, followed by comprehensive thesis and structured research activities.

The research modules develop advanced competencies in quantitative and qualitative educational research, large-scale program evaluation, learning analytics, digital policy analysis, remote assessment models, and international publication standards. Participants critically examine global frameworks of open universities, cross-border education systems, blended and hybrid learning models, and quality assurance mechanisms in distance delivery environments.

The specialized module deepens expertise in distance curriculum architecture, institutional digital transformation strategies, inclusive remote learning systems, scalable instructional design, governance models for distributed education networks, and sustainable access strategies. Emphasis is placed on generating original research that strengthens accessibility, resilience, and innovation in distance education ecosystems worldwide.

The general modules reinforce academic leadership, advanced research ethics, strategic analysis, and scholarly communication competencies. These skills prepare participants to contribute to universities, research institutes, ministries of education, international organizations, and innovation-driven educational platforms.
