This doctorate study program is a 100% research-based academic pathway designed for senior professionals, researchers, economists, and policy leaders who aim to influence healthcare systems through advanced economic analysis and strategic policy development. The Doctorate in Public Health – Health Economics and Policy is academically positioned at a level equal to EQF Level 8 and aligned with the third cycle of the European Higher Education framework.

Healthcare systems worldwide are under increasing pressure from rising expenditures, demographic transitions, technological innovation, global health emergencies, and inequalities in access to care. Addressing these complex challenges requires more than technical expertise—it demands rigorous research capability, economic modeling competence, and the ability to translate evidence into sustainable and equitable public health policy. This program is structured to cultivate independent scholars capable of shaping national and international health policy agendas.

The academic structure consists of seven modules designed to ensure depth, intellectual rigor, and methodological independence. Four modules focus on advanced research methodology, research philosophy, quantitative and qualitative analysis, health econometrics, policy evaluation frameworks, and academic publication strategies. These modules equip candidates with the analytical tools necessary to conduct original research in health economics and public health policy.

Two general modules strengthen high-level competencies in global health governance, ethics in public health decision-making, health systems analysis, sustainable development, and strategic leadership in complex institutional environments. One specialized module focuses specifically on Health Economics and Policy, exploring healthcare financing systems, cost-effectiveness and cost-benefit analysis, insurance and reimbursement models, pharmaceutical and technology assessment, regulatory economics, fiscal sustainability, and large-scale policy reform.

The program culminates in a comprehensive thesis and structured research activities, where candidates conduct an original investigation addressing a contemporary issue in health economics or public health policy. Through this research-driven approach, participants demonstrate advanced analytical thinking, theoretical contribution, and the ability to generate policy-relevant findings that inform evidence-based decision-making.

With a minimum duration of 18 months and flexibility for extension, the program is designed to support experienced professionals who combine academic advancement with executive or advisory responsibilities. It is particularly suited for senior health administrators, government advisors, health economists, regulatory specialists, international development experts, consultants, and researchers seeking to shape sustainable healthcare systems.

Graduates of this doctorate study program are prepared to contribute to ministries of health, international organizations, research institutions, regulatory agencies, insurance bodies, and academic environments. They develop the capacity to design sustainable financing strategies, evaluate health reforms, analyze economic impacts of policy decisions, and strengthen health system resilience through evidence-based governance.

The Doctorate in Public Health – Health Economics and Policy represents an advanced research journey dedicated to promoting efficiency, equity, and long-term sustainability in global health systems.
